For ten days each summer Calgary hosts something that no industrial engineer can look at without professional admiration. The Stampede moves well over a million people through a site on the edge of downtown, feeds them, parks them, entertains them on a midway assembled from nothing in under two weeks, runs a rodeo and a chuckwagon race on a schedule accurate to the minute, and does it with a volunteer corps numbering in the thousands. Then it disassembles the whole thing. The grandstand show has a change-over window measured in minutes. The livestock movements alone would defeat most operations departments. It is, in every meaningful sense, a planned shutdown and start-up executed annually in front of an audience, and the city treats it as normal.

That is a useful frame for what industrial engineering actually is. The discipline is not about machines; it is about work — how it is sequenced, how many people it takes, where the queue forms, what happens when a critical path task slips, and how to keep everybody safe while it is happening. Calgary is unusually good at this because it has had to be. This is a city with a spread-out geography, a short construction season, a workforce that commutes to camp jobs across western Canada, and an economy that has learned to compress a year of activity into the months when the ground and the market will allow it.

The wider logistics picture reinforces the point. Calgary International Airport is one of the busiest cargo gateways in the country and sits at the top of an inland port corridor that runs north through Balzac and Rocky View County, where the distribution centres now cover more ground than some Alberta towns. CPKC has had its operational heart here since the railway effectively created the city in 1883, and the Ogden and Alyth yards are still working. Occupational health and safety

Alberta’s occupational health and safety framework puts a positive obligation on employers, prime contractors, supervisors and workers, and the province’s regime has become more prescriptive about hazard assessment, competency and reporting over the last decade. Meeting it is not primarily a paperwork exercise, although a great deal of paperwork exists. It is about whether the work as planned is the work as performed.

A turnaround is the most expensive thing a facility does that produces nothing. Every hour of extended outage is deferred revenue, the labour is concentrated and premium-priced, and the failure modes are all schedule failure modes: work discovered late, materials that did not arrive, a scaffold that was not built, an isolation that was not planned, a permit queue at the gate at seven in the morning with sixty trades standing in it.

Alberta seasonality complicates the picture. Turnarounds cluster in spring and fall, which means every operator in the province is competing for the same specialised trades, the same crane capacity and the same inspection services in the same eight-week window. A schedule that assumes labour availability without having secured it is a wish. Booking early, or deliberately going against the season, is often worth more than any efficiency found inside the plan.

Weather is the other constraint. Spring breakup restricts road access across large parts of the province, and a fall turnaround that slips into November may find its final tie-ins happening at minus twenty-five with heated hoarding and a productivity factor that nobody modelled. We build those factors into the estimate rather than discovering them in week three.

Measuring the work

Industrial engineering earns its keep with data, and most facilities already have more than they use: historian records, work order histories, permit logs, gate counts, timesheets. Turning that into productivity factors, realistic durations and a defensible estimate is more valuable than another software licence. We benchmark durations against what your site has actually achieved, not against an industry table, because the variance between sites is enormous and usually explained by access, congestion and permit throughput rather than by crew skill.

The same applies to daily operations. Route optimisation for operators covering dozens of remote sites, workload balancing between field and central staff, and reducing the number of visits a location genuinely requires all have measurable returns in a province where windshield time is a major cost line.

Being here means being close to the contractors, the union halls, the scaffolding and insulation companies and the inspection firms whose availability governs a turnaround plan. It means knowing which crane company can actually deliver in October and which one says it can. That local knowledge is not written down anywhere and cannot be bought from a national database.

It also means sharing a calendar with the client. Everyone in this city plans around the same seasons, the same breakup, the same Stampede week when very little gets approved, and the same fiscal year-ends. A planner who understands the rhythm of the place produces schedules that survive contact with it.

The gap between a turnaround plan and a turnaround outcome is almost always human. Crews arrive, wait for permits, wait for scaffold, wait for isolation confirmation, wait for a crane that is committed elsewhere, and by mid-morning a day has been lost that no amount of evening overtime recovers. That means permit throughput modelled rather than assumed, isolation lists prepared and verified in advance, laydown and access sequenced so trades are not competing for the same square metre, and a daily coordination rhythm that surfaces problems in hours rather than days. It also means being honest about productivity. A crew working through an Alberta November in hoarding does not produce what the same crew produced in September, and pretending otherwise simply moves the overrun to the end of the schedule.
