An industrial city on one of the great flyways

Every spring, exhausted songbirds crossing the Gulf of Mexico make landfall on the Texas coast southeast of Houston, and birders from all over the world come to watch them drop into the oak mottes at High Island. A few miles away, shorebirds pack the mudflats at Bolivar Flats in numbers that are hard to believe until you see them. Armand Bayou Nature Center, tucked between Pasadena and the Johnson Space Center, protects one of the largest urban wilderness preserves in the country. Northwest of the city the Katy Prairie still holds wintering geese and the last remnants of a coastal grassland that once ran unbroken for hundreds of miles. All of this sits inside, or immediately beside, the largest petrochemical complex on earth.

Houston does not resolve that tension so much as live inside it, and the environmental engineering profession here exists precisely in the gap. The Houston-Galveston-Brazoria area has spent decades classified as a nonattainment area for ground-level ozone under the Clean Air Act, which makes air permitting a genuinely limiting factor on industrial development in a way it is not in most of the country. Galveston Bay is simultaneously a working estuary, a shrimp and oyster fishery, a recreation area and the receiving water for an enormous industrial discharge load. The San Jacinto River waste pits, a Superfund site beside the highway bridge, are a reminder of what the mid-century version of this industry left behind.

The region has also had to think seriously about subsidence. Groundwater withdrawal in the twentieth century dropped parts of the area by up to three metres, permanently flooding neighbourhoods around the bay, and the subsidence districts that now regulate pumping are among the more successful pieces of environmental governance in Texas. It is a useful local example of a slow, invisible problem being fixed by measurement and regulation rather than by crisis.

Environmental consulting

Tundra’s environmental group handles the assessment and management side: Phase I and Phase II environmental site assessments, soil and groundwater investigation, contamination delineation and remediation planning, spill response support, air emissions inventories and dispersion modelling, stormwater and wastewater compliance, noise assessment, and the environmental protection plans construction crews are supposed to carry.

Gulf Coast conditions make several of these harder than they sound. The water table is high and the soils are largely clay, which slows contaminant migration in some directions and channels it unpredictably in others. Historic fill in industrial areas along the Ship Channel can contain almost anything. Sites have often been in continuous industrial use since the 1940s, with successive owners and incomplete records, and a Phase I here frequently turns up more recognised environmental conditions than a buyer expected. We would rather spend an extra day scoping an investigation than sink thirty borings in the wrong pattern.

Air is the file that most often decides whether a project happens. Permitting under TCEQ’s new source review programme, netting and offsets in a nonattainment area, flexible permits, emissions inventories and the modelling that supports them are all specialist work with long lead times. Starting the air strategy after the process design is fixed is the most common and most expensive sequencing error we see.

Asset retirement

Closure obligations have become a board-level topic. In Texas the Railroad Commission’s plugging requirements, financial assurance rules and the state orphan well programme govern upstream retirement, while industrial site closure runs through TCEQ’s corrective action and voluntary cleanup programmes. Accounting standards require the liability to be recognised and estimated, which means somebody has to produce a number that an auditor will accept and that bears some relationship to what the work will actually cost.

Our asset retirement work covers closure planning and cost estimating, decommissioning engineering, well plugging support, facility dismantling scopes, remediation and reclamation programmes, and the sequencing that makes the whole thing affordable. Sequencing is where the engineering value sits: retiring twenty sites in a coordinated campaign with one mobilisation, shared equipment and a single contractor costs a fraction of doing them individually as complaints arrive.

There is a redevelopment angle here that Houston does unusually well. With no zoning and a fast-moving property market, a cleaned-up industrial site inside the Loop can become something considerably more valuable than it was. The Voluntary Cleanup Program exists to make that transition possible, and a closure strategy designed with the end use in mind will often cost less and finish sooner than one designed only to satisfy a regulator.

Regulatory submissions

The permitting landscape here is layered. TCEQ handles air, water quality and waste; the Railroad Commission covers upstream and pipelines; the US Army Corps of Engineers governs wetland and watercourse impacts under Section 404; the EPA sits above much of it; and county and municipal utility districts add drainage and detention requirements that are anything but nominal in a region with this rainfall.

We prepare and manage those submissions and the technical work behind them — emissions calculations, modelling, best available control technology analyses, stormwater pollution prevention plans, spill prevention control and countermeasure plans, and the public notice processes that go with major permits. The largest schedule risk is rarely the agency’s review clock. It is an incomplete application, or a contested case triggered by a neighbourhood that first heard about the project from a legal notice in the paper. Houston has active, organised community and environmental justice groups along the Ship Channel corridor, and engagement done early is dramatically cheaper than opposition managed late.

Harvey, and what it changed

When Harvey dropped more than fifty inches of rain in 2017, it flooded facilities that had never flooded, floated tanks, inundated containment, and forced the shutdown of a large share of national refining capacity. It also produced releases from sites that had assumed their stormwater systems would never see that volume. Afterwards, every serious operator in the region revisited flood elevation, containment sizing, chemical storage, backup power and emergency response.

Resilience is now a standard part of environmental engineering here rather than an add-on. Detention, elevation, secondary containment sized for a real event, and a plan for the days when the site is unreachable are all things Gulf Coast clients ask for without being persuaded.

The city and its green spaces

For a place with this reputation, Houston has quietly invested a great deal in its landscape. Buffalo Bayou Park is one of the better urban river restorations in the country. Memorial Park, larger than Central Park, is being remade with a land bridge over the parkway. Discovery Green turned downtown parking into a park people actually use. Hermann Park, the Japanese Garden and the zoo are full every weekend with a population that speaks more than a hundred languages, eats extraordinarily well and holds the city in genuine affection.

That affection is worth understanding as an engineer. Houstonians are not naive about the industry that pays for their city, and they are not hostile to it either. What they expect is competence and candour, and they notice which companies provide both.

Why the Houston environmental group

Because the agencies, the laboratories, the remediation contractors and the specialists in air permitting are all here, and because a permitting strategy written by someone who knows how a particular TCEQ programme actually operates saves months. Because our engineers have walked these sites in August. And because on the Gulf Coast, the environmental file and the project schedule are the same file.

If you have a closure obligation you are behind on, a contaminated site with no clear path to a no-further-action letter, or a permit application that has stalled, those are the three problems this group spends most of its time on.

Permitting is a schedule activity

The most common environmental mistake we see on the Gulf Coast is treating permitting as something that happens after the engineering. In a nonattainment area with an active public and a layered agency structure, the air permit is frequently the longest item on the critical path, and the process design choices that determine emissions are made months before anyone applies. Bringing the environmental engineer into the concept phase costs a few hours and routinely saves quarters.

The same applies to community engagement. Houston has organised, well-informed neighbourhood and environmental justice groups along the industrial corridor, and they read notices carefully. A project team that has spoken to a community early, in plain language, with accurate information about emissions, traffic and noise, has a very different experience from one that first meets its neighbours at a contested case hearing.

None of this requires heroics. It requires sequencing, honest numbers and starting earlier than feels necessary.
