Consulting in a city that was sold before it existed
Houston began as a real estate advertisement. In 1836 two brothers from New York, Augustus and John Allen, bought a stretch of land at the head of navigation on Buffalo Bayou and ran newspaper notices describing a great commercial city with a healthy climate and abundant fresh water. Almost none of it was true. The site was a mosquito-ridden slough fifty miles from the Gulf, and the first visitors said so in writing. What the Allens did have was a plausible argument about geography, and within seventy years the bayou had been dredged into a deepwater ship channel, Spindletop had blown in at Beaumont, and the least likely city in Texas had become the centre of the world’s energy industry. Houston has been proving optimistic projections right, eventually and expensively, ever since.
That origin story is worth keeping in mind when you hire a consultant here. This is a city built by people making confident claims about the future, and it has developed an unusually sharp instinct for telling the difference between a real number and a good story. The energy business in Houston runs on independent verification: reserve audits, third-party estimates, owner’s engineers and technical due diligence are a normal part of how capital moves. Nobody takes offence at being checked.
Houston is also the most ethnically diverse major metropolitan area in the United States, and it has no zoning code — a taqueria, a pipe supply yard, a church and a townhouse development can share a block, and frequently do. Both facts produce the same effect: a city that is comfortable with things that do not match, and impatient with people who insist on tidiness for its own sake. It is a good environment for pragmatic engineering.
Independent advice and owner’s engineering
Tundra Engineering’s consulting work out of Houston is straightforward in scope and awkward in practice: we tell owners what their project actually is. That means concept screening and option studies before a number gets committed, independent review of designs already underway, cost and schedule challenge, technical due diligence on acquisitions, and acting as owner’s engineer for operators who do not carry an in-house engineering group.
The owner’s engineer role matters more in the Gulf Coast market than most places, because so much of the execution capacity here is concentrated in large contractors with their own commercial interests. An operator who signs a lump sum turnkey contract without independent technical representation is trusting the counterparty to define the scope, and the resulting change orders are a well-documented Houston tradition. Our job is to be the party in the room whose only product is an opinion.
Management of change on the Gulf Coast
Houston’s industrial belt runs east from downtown along the Ship Channel through Pasadena, Deer Park, Baytown and La Porte, and south to Texas City and Freeport. Much of it dates to the 1940s and 1950s, when wartime demand for aviation fuel and synthetic rubber built the petrochemical corridor almost overnight. Those plants have been expanded, revamped, re-piped and re-sold continuously ever since. Some units have had more than sixty years of modifications applied to them.
That history is exactly why management of change is not administrative overhead here. OSHA’s Process Safety Management standard makes MOC a legal requirement for covered processes, and the incidents that shaped the current regime — Texas City in 2005 most painfully — were investigated in this city, by people many of our clients know. The Chemical Safety Board’s findings on those events are part of the professional vocabulary here in a way they are not everywhere.
Our MOC work covers program design and audit, technical review of proposed changes, pre-startup safety review support, and the closeout discipline that determines whether a program works. The most common failure we find is not a missing form. It is temporary changes that were never reversed, changes below a dollar threshold that escaped review, and a records system where the approved change never made it back onto the drawings.
As-built drawings, and a city that rebuilds constantly
Houston tears things down. The Astrodome, the Eighth Wonder of the World when it opened in 1965 and the first domed stadium anywhere, sits empty beside the stadium that replaced it while the city argues about what to do with it. Whole districts have turned over inside a generation: the warehouses of EaDo became a soccer stadium and lofts, the Heights went from bungalows to some of the most expensive dirt inside the Loop, and the Energy Corridor along Interstate 10 west grew from prairie into a second downtown. Without zoning, the only thing constraining change is economics, and economics here move fast.
Plants behave the same way, and the record-keeping suffers the same fate. A complete as-built site drawing package is the remedy: field verification, laser scanning where congestion warrants it, and a coordinated reissue of P&IDs, plot plans, isometrics, single lines and equipment data that agree with each other and with the plant. On the Gulf Coast this work has an additional driver, because PSM requires that process safety information be accurate and current. A drawing set that does not reflect the unit is not just inconvenient; it is a finding.
The practical return is felt in every subsequent project. Engineering hours drop, field rework drops, turnaround planning improves, and a plant that changes hands — which in this market it very likely will — carries a record the buyer can rely on.
Artificial intelligence, and Houston’s other technical identity
The word people most associate with this city is the first one spoken from the surface of the moon. Johnson Space Center sits south of town off the Gulf Freeway, and Mission Control — the original room, now a national historic landmark, restored down to the ashtrays — is the reason Houston is a household name on six continents. That programme left the city with a deep, durable culture of telemetry: thousands of channels of data, watched continuously by people trained to notice a trend before it becomes an event. Predictive analytics in a Houston plant is not a foreign concept. It is Mission Control applied to a compressor.
The modern version runs on historian data, and the city has the computing and talent base to do it seriously: Rice University, the University of Houston, the Texas Medical Center’s enormous data science community next door, and a startup ecosystem around the Ion in Midtown that is deliberately courting energy technology. Tundra’s role in artificial intelligence for production operations and facilities is the engineering half of that equation — making sure the instrumentation is trustworthy, the tags mean what they claim, the model outputs are checked against process fundamentals, and no algorithm is quietly making a decision that belongs to an engineer.
Used well it is genuinely valuable: early warning on rotating equipment, production optimisation, measurement reconciliation, corrosion and integrity prioritisation, and flagging the wells or units drifting away from their expected envelope. Used badly it is an expensive dashboard.
Weather, and the discipline it imposes
Houston is subtropical, flat and wet. The humidity is a design condition, not a complaint; it affects cooling, corrosion, electrical equipment and human productivity in the field. Hurricane season runs June through November and shapes everything from turnaround scheduling to storm surge elevation for equipment near the coast. Harvey in 2017 dropped more than fifty inches of rain on parts of the metro area and shut down a substantial fraction of national refining capacity, and every operator here revised their flood plans afterwards.
Consulting work that ignores that context produces schedules and layouts that fail locally. We build hurricane windows, drainage, elevation and heat stress into planning as a matter of course, because our engineers have sat through the evacuations.
Why Houston
The concentration is unmatched. Operators, EPC contractors, equipment manufacturers, licensors, fabricators and the deepest specialist labour market in the industry are all inside Beltway 8, and a technical question can usually be answered by somebody who has already built the thing. The port connects to the world, the airports connect to everywhere, and the professional societies here run technical programmes that would be conferences elsewhere.
The culture is the other half of it. Houston works long hours, tolerates newcomers instantly, judges people on whether they deliver, and does its serious business over Tex-Mex as often as in a boardroom. A consultant who is straightforward, fast and willing to say the unwelcome thing does well here. That happens to be the only way we know how to work.
