A big city that never quite left the prairie
Calgary has more parkland per resident than almost any comparable city in North America, and it is not decorative. Fish Creek Provincial Park runs nineteen kilometres across the southern edge of the city and is one of the largest urban parks on the continent; you can be standing among deer and cottonwoods with an office tower visible over the ridge. Nose Hill in the northwest is a genuine piece of unploughed fescue grassland, the sort of landscape that covered this whole region before 1880, left in the middle of a city of a million and a half people. The Weaselhead flats where the Elbow enters the Glenmore Reservoir are a wetland with moose in them. The Inglewood Bird Sanctuary sits on an oxbow of the Bow, a few hundred metres from a rail line and a working industrial park.
That proximity between industry and habitat is the defining feature of environmental engineering in Alberta. This is not a place where the natural world is somewhere else. Calgarians ski at Canada Olympic Park inside the city limits, fish a world-class trout stream downtown, and drive an hour west to Kananaskis on a Saturday. The people who approve environmental budgets have often spent the previous weekend in the landscape their company operates in, and they hear about it from their neighbours if something goes wrong.
It also shapes public expectation. Alberta’s environmental regime is more demanding than outsiders assume, precisely because the province has spent a century learning what happens when it is not. Reclamation certificates, liability management ratings, orphan well levies and the whole apparatus of closure obligation exist because assets outlived the companies that built them. Environmental engineering here is largely the discipline of making sure that does not happen again on your watch.
Environmental consulting
Our environmental group covers the assessment and management side: baseline and Phase I and II environmental site assessments, soil and groundwater investigation, contamination delineation and remediation planning, spill response support, air quality and emissions inventories, noise assessment, wetland and watercourse considerations, and the environmental protection plans that construction crews are supposed to carry and occasionally do.
The technical work is standard; the judgement is not. Alberta soils, groundwater conditions and remediation guidelines vary enormously between the Peace Country, the foothills and the dry southeast, and a delineation program designed for one will waste money in another. Salt contamination from produced water behaves differently from hydrocarbon contamination and is often more expensive to resolve. We would rather spend an extra day scoping an investigation than drill thirty boreholes in the wrong pattern.
Air quality is increasingly the file that determines whether a project proceeds. Emissions inventories, dispersion modelling, odour complaints and the growing scrutiny of methane all land in this group, and they connect directly to the fugitive emissions and flare mitigation work our other disciplines do.
Asset retirement
Alberta has a large inventory of infrastructure at the end of its economic life, and the province has built an entire regulatory architecture around making sure it gets cleaned up: the licensee liability framework, mandatory closure spend quotas, the Orphan Well Association levy and the inventory reduction programs that go with them. For an operator, asset retirement has moved from a distant accounting entry to an annual obligation with a number attached.
Tundra’s asset retirement work covers closure planning and cost estimating, decommissioning engineering, well abandonment support, facility dismantling scopes, remediation and reclamation programs, and the sequencing that lets a company meet its spend obligation efficiently rather than in a panic each December. The engineering value is mostly in the sequencing. Closing twenty sites in a coordinated campaign, with one mobilisation, shared equipment and a common contractor, costs a fraction of closing them one at a time as complaints arrive.
There is a quieter argument for doing it well. Reclaimed sites in this province go back to grazing, cropping or native prairie, and the standard is that a farmer should not be able to tell where the lease was. That is an achievable outcome and a satisfying one, and it does more for an operator’s standing with a rural municipality than any amount of community investment.
Regulatory submissions
The Alberta Energy Regulator is a single-window regulator, which sounds simpler than it is. A facility or pipeline application under Directive 056, a sour well licence with its emergency planning zone and public consultation requirements, a Directive 060 flaring approval, an EPEA approval, a water licence, a Directive 058 waste management plan — each has its own evidentiary expectations, and an application that is incomplete does not get refused so much as it gets slowly starved.
We prepare and manage these submissions, including the participant involvement and notification programs that go with them. The single largest determinant of schedule is not the regulator’s review time; it is whether the affected landowners, municipalities and First Nations were engaged early and properly. An objection filed by a neighbour who first heard about a project from a registered letter can cost a year. Engagement done properly costs weeks.
Alberta’s consultation landscape also involves Treaty 7 nations across this part of the province, and meaningful engagement with them is both a legal requirement and, more usefully, a way to design a project that does not run into avoidable opposition.
The 2013 flood and what it taught the city
When the Bow and the Elbow came over their banks in June 2013 and put much of downtown, Mission, Sunnyside and Bowness under water, Calgary discovered how much of its infrastructure and how many of its industrial sites were sitting in a floodplain that everyone had quietly agreed not to think about. The response — the Springbank off-stream reservoir, the Glenmore gate upgrades, the berms, and a genuinely changed approach to development in the flood fringe — is one of the more impressive pieces of civic engineering in recent Canadian history.
It changed the professional climate too. Climate resilience arguments that would have been dismissed as speculative before 2013 are now routine in Calgary boardrooms, because everyone in the room remembers the week the Saddledome flooded to the eighth row and the Stampede opened anyway ten days later.
Working with a Calgary environmental group
The regulator is here, the field is close, and the reclamation and remediation contractors who will do the work are based within an hour of the office. That matters for cost and it matters for realism — an environmental plan written without knowing what a local contractor can mobilise in October is a document rather than a plan.
It also matters that our people live in the landscape. Engineers who spend their weekends in Kananaskis, on the Bow or out at Elbow Falls bring a different level of attention to a reclamation standard than engineers who have only read one. That is not sentiment; it is the reason work gets done to the intent of the regulation instead of the letter.
If you have a closure obligation you are behind on, a contaminated site with an unclear path to a reclamation certificate, or an application that has stalled at the regulator, those are the three problems this group spends most of its time on.
Closure done once, properly
The most expensive reclamation is the one that has to be redone. A site that is signed off on thin data, or remediated to a standard that does not match the end land use, comes back — usually after the responsible staff have moved on and the file has been archived. We would rather spend an extra week on delineation and get a reclamation certificate that stands than deliver a cheaper program that leaves a residual liability on the books.
Alberta’s framework rewards that approach. Liability management ratings, closure spend quotas and the regulator’s inventory reduction programs all measure completed work, not intentions, and a company with a clean, well-documented closure record transacts more easily than one without. Rural municipalities and landowners keep their own informal records too, and an operator with a reputation for leaving sites properly finds the next surface lease negotiation considerably easier.
There is a satisfying end point to this work that most engineering does not offer. A reclaimed lease in central Alberta goes back to barley or pasture, and the standard is that the farmer should not be able to tell where it was. Standing on a site that has met that standard, with the fence line gone and the crop uniform across it, is one of the better days available in this profession.
Calgary keeps all the necessary pieces close: the regulator, the laboratories, the reclamation contractors and the agrologists who will sign the assessment. If you have a closure obligation that has been deferred for a few years and is now growing faster than your budget, an honest inventory and a sequenced plan is the fastest way to get in front of it.
